中國武漢肺炎的擴散情況越來越嚴重，中國官方近日來不斷推出相關的通告及政策，根據內地媒體《河南法制報》微博。1 月 23 日凌晨 2 時左右，中國武漢新型冠狀病毒感染的肺炎疫情防控指揮部發布緊急通告：當日 10 時起，全市城市公交、地鐵、輪渡、長途客運暫停營業。最近惡意逃離武漢的話，造成病毒的傳播的話，將會被追究刑事責任，並有法可依。

中國《刑法》第三百三十條規定：違反傳染病防治法的規定，有下列情形之一，引起甲類傳染病傳播或者有傳播嚴重危險的，處三年以下有期徒刑或者拘役；後果特別嚴重的，處三年以上七年以下有期徒刑。其中條件之一的第（四）項為「拒絕執行疾病預防控制機構依照傳染病防治法提出的預防、控制措施的」。

而早在 1 月 20 日，中華人民共和國國家衛生健康委員會發布公告（2020 年第 1 號）將新型冠狀病毒感染的肺炎納入《中華人民共和國傳染病防治法》規定的乙類傳染病，並採取甲類傳染病的預防、控制措施。有期徒刑或者拘役；後果特別嚴重的，處三年以上七年以下有期徒刑。其中條件之一的第（四）項為「拒絕執行疾病預防控制機構依照傳染病防治法提出的預防、控制措施的」。

日前武漢實施封城措施，物資出現被爭奪的狀況，在城中的加油站雖然宣布進行 24 小時營業，但仍有不少市民為爭奪汽油資源而大打出手。城中為爭奪餸菜等資源，頻生鬥毆事件。事件反映武漢或出現資源短缺的狀況，在中國政府宣布嚴懲逃離武漢者的同時，恐會造成新一輪的恐慌。
