【大紀元2020年04月21日訊】（大紀元記者肇宸綜合報導）中共肺炎（武漢肺炎）在全球肆虐，歐洲成為全球矚目的重災區。德國總理默克爾稱抗疫是二戰以來最大挑戰。法國總統馬克龍在3月16日的電視講話中，六次強調法國正處於戰爭時期，病毒是看不見的敵人。

在中共病毒全面侵襲法國之際，法國政壇也頻傳多位國事要員確診染疫。截至3月16日，已有兩位內閣部長、一位國務祕書、19名國會議員、兩名市長確診感染。自法國全國進入禁閉以來，法國國民議會所在地——波旁宮更被明確列為隔離之地。3月29日，法國前部長、法蘭西島大區上塞納省議會主席帕特里克‧德維吉昂成為第一位因感染中共肺炎而去世的法國政客。全球範圍內除伊朗之外，法國成為政要染疫最多的國家。

瘟疫看似無常，實則有跡可循。《大紀元特稿》中明確指出，這場蔓延全球的病毒，正是衝著共產黨而來。

法國與中共政權合作頻繁，經濟、科技、文化上全方位展開，而武漢被稱為「最具法國特色」的中國城市，更成為「中法合作」的典型範例。

首位因中共肺炎而死的政治家 對中共「情有獨鍾」

帕特里克‧德維吉昂（Patrick Devedjian），亞美尼亞裔法國政治家，法國法蘭西島大區上塞納省議會現任主席，先後擔任過前總統希拉克執政期間的勞工部長和工業部長、前總統薩科齊的特別經濟復甦部部長、前法國第一大政黨人民運動聯盟（2015年已改名為法國共和黨）祕書長，前國民議會議員。這樣一位擁有耀眼履歷的政壇明星，也同時是法國第一位因感染中共肺炎而去世的重量級政客。

2020年3月26日，德維吉昂發推文公布自己確診感染中共病毒，在上塞納省（Hauts-de-Seine）醫院接受治療。3月29日上午，上塞納省議會便發布了德維吉昂病逝的消息。入院僅兩天便殞身於著針對共產黨而來的病毒，德維吉昂到底與中共有怎樣的聯繫？亞美尼亞飽經蘇共蹂躪的歷史，似乎並沒有讓亞美尼亞裔的德維吉昂，對中共有更清醒的認識。

2007年5月16日，法國第一大政黨人民運動聯盟（UMP）的主席薩科齊就任法國總統，中法關係曾一度明顯降溫。2008年薩科齊高調譴責中共處理西藏的手段是對人權的褻瀆，會見了第十四世達賴喇嘛丹增嘉措，並抵制北京2008年奧運。

時任人民運動聯盟政黨（UMP）祕書長的德維吉昂，卻有著與薩科齊不同的對華態度。當時全球正值金融危機，德維吉昂認為中國能夠在這場危機中發揮作用。為了與中共修復友好關係，他力薦薩科齊出席了2008年北京夏季奧運會的開幕式。

在北京奧運會開幕的前一天，2008年8月7日德維吉昂接受法國《十字架報》（La Croix）專訪時，對薩科齊的這一決定表示非常滿意與支持。

德維吉昂表示：「因為中國在迅速發展，應該給中國個公道，鼓勵他們。並不是現在，（西方）意識到本不應該在中國舉行奧運會。對於中國，法國在歷史上本就扮演著這樣的角色，是戴高樂將軍第一次意識到這個國家的存在。」

當《十字架報》記者提出，一些歐洲議會議員認為薩科齊的出席「糟糕透頂」，認為不應為侵犯人權、虐待公民的中共站台，德維吉昂卻認為不出席奧運會才是與法國一向的對話政策相悖。

北京奧運結束後不久，以當時法國政界第一大黨祕書長的身分，德維吉昂於2008年10月代表UMP親赴北京，與當時任國家副主席的習近平會晤，商討UMP與中共兩黨之間的合作事宜。

薩科齊因就任法國總統而卸掉UMP主席一職，而德維吉昂則是黨內實際意義上的第一把手。

根據中共喉舌新華社的報導和法國《回聲報》（Les Echos）的消息，德維吉昂就UMP和中共的合作表示，中國的發展對全世界有益，而UMP要進一步加強與中共和中國政府的合作關係，以更好地發展中國和法國的雙邊關係。法國《巴黎人報》稱，這是人民運動聯盟自建黨以來首次與中共最高層的會晤。

而後2008年12月5日，德維吉昂被任命為經濟復甦計劃部部長，而這一職務是法國為應對金融危機而專門設立。為應對金融危機，這一特別部長卻把「希望」寄託於人權問題上劣跡斑斑的中共。

德維吉昂出任經濟復甦計劃部長後，他的親密朋友澤維爾‧波特蘭（Xavier Bertrand）繼任人民運動聯盟祕書長，延續德維吉昂的對華態度。2009年10月22日，波特蘭赴北京訪問，代表人民運動聯盟正式與中共簽訂雙邊協議。

法國《費加洛報》報導，這一協議以共同走出全球經濟危機為目的，在中法兩國最具有「權力」的政黨間加深更好地理解和交流，波特蘭特別指出就環境和歐洲的未來，要與中共的領導人進行思想交流。

對於這一協議，曾經在法國政界引起軒然大波。法國《解放報》10月28日的報導說，「人民運動聯盟實為中共的小弟」；法國著名《觀點》雜誌報導說，一些UMP議員甚至離職表示抗議，不願與荼害了數百萬生命的中共為伍。根據《觀點》的報導，當這份與中共的協議正在簽署時，三名西藏人正在被執行槍決。

神祕法中基金會 直觸法政界高層

法中基金會（France China Foundation），顧名思義，似乎昭示著法中兩國間最名正言順的合作。然而這一基金會的創建始末、與當下的管理模式，卻非常神祕。更令人憂慮的是，法中基金會法方牽涉到法國政府和法國政界諸多名人要員。

打開法中基金會的官方主頁，映入眼簾的是一張張基金會活動的紀念照片。我們可以見到法國總統馬克龍、總理愛德華‧菲利浦、中共國家副主席王岐山、前法國總理拉法蘭、前中共外交部長李肇星等法中兩國政界名人。

根據法中基金會官方網站上的信息，該基金會建立於2012年夏，由法國外交官、企業家和中國藝術家倡導成立。基金會主要活動包括為每年一次的中法「青年領袖」項目，每次聚集30～40位在政治、經濟和文化等領域的重要而傑出人物。基金會稱，已得到兩國政界的大力支持，其戰略和指導委員會的法方成員，幾乎覆蓋了法國政治、商界、教育文化的所有領域中的重要人物。

戰略委員會中的法國政界名人包括：現總理愛德華‧菲利浦，法國憲法委員會現任主席、前總理洛朗‧法比尤斯，法國前總理讓‧皮埃爾‧拉法蘭，前外交部長余貝爾·韋德里納。拉法蘭不僅曾鼎力支持建設武漢病毒研究所P4實驗室，在武漢疫情爆發時，拉法蘭還曾專門給中共《環球時報》發去支持視頻，用中文吶喊「武漢加油」。

戰略委員會中還包括法國諸多著名跨國企業集團的董事會主席和首席執行官，包括安盛（AXA）集團董事長德尼‧杜威，雅高酒店集團首席執行官塞巴斯蒂安‧巴贊，法國Engie能源集團董事長熱拉爾‧梅斯特拉萊等。還有梅里埃基金會（Fondation Mériuex）主席阿蘭‧梅里埃，梅里埃基金會是法國里昂P4實驗室的出資人，而阿蘭‧梅里埃也是法國政府幫助成立武漢P4試驗室的主要背後支持人之一。

而基金會指導委員會的法方人員包括，法國瓦茲省參議員愛德華‧庫里（Edouard Courtial），和法國醫學教授安托萬‧特斯尼爾（Antoine Tesniere）。愛德華‧庫里所在的瓦茲省是法國中共肺炎疫情最嚴重的地區，其中9個市鎮都被確認為傳染源，而法國的「零號病人」也被政府懷疑正是由瓦茲省的博韋機場入境的。安托萬‧特斯尼爾自2017年成為教育科研部的科學顧問，根據法新社消息，3月19日他被任命為法國衛生部「專門負責COVID-19的顧問」，直接協助衛生部長奧利維耶‧韋蘭應對疫情危機。

基金會引以為傲的「青年領袖」項目中，也頻現法國政界要員。現總統馬克龍和總理菲利浦，都曾是法中基金會2013年度的「青年領袖」。而法國現文化部長法蘭克‧里斯特（Franck Riester）就是2014年度的「青年領袖」，並與中共副主席李源潮合照留念。值得一提的是，2020年3月9日里斯特成為媒體報導的第一位確診感染病毒的法國政府內閣要員。

法中基金會的中方人員組成，從中共前外交部長、外交部各官員、到中共領館高層，從中共中央黨校主任到中共人民政協委員。這其中的政治目的可見一斑。而其中某些部分人員的身分也引人疑慮。

根據法國獨立媒體《情報在線》（Intelligence Online）報導，法中基金會指導委員會成員之一的康偉宏（Casey Kang）在北京與新疆活動頻繁。《情報在線》重點關注和發掘與政府與企業相關的情報動向，以間諜、政治動盪和組織犯罪為主要方向。這樣被高度懷疑的人物是基金會的重要組成人員，

法中基金會的存在和活動，令人擔憂。

基金會官網稱，「中法兩國最具潛力的青年領袖匯聚在一起」，致力於「提高中法青年人才間的信任以促進中法兩國關係的長遠發展」。

中國古人云「道不同不相為謀」，中共治下的中國，共產黨文化橫行，人權被肆意踐踏，沒有言論和信仰自由；而誕生了世界人權宣言的法國，自由和平等是深入人心的國民準則。

美麗的法蘭西擁有著璀璨而寶貴的正統西方文明歷史，在世界歷史的每一個關鍵時刻都扮演了重要而關鍵的角色。如今中共病毒當前，疫情給予每一個國家重新審視和思考的機會，是與中共為伍被歷史淘汰，還是選擇重新回歸道德與正義，不為政治、經濟利益所屈服，拋棄中共。
