【看中國2020年9月14日訊】為防止美國學界敏感的研究成果被竊取，目前，川普(特朗普)政府正在向部分中國學生和訪問學者拒發赴美簽證。陸媒稱，許多中國留學生收到美國的一封信，已取消他們的美國簽證，令他們如墜冰窟。

據《南方都市報》13日報導，中國留學生小A於9月9日下午收到了一封來自美國駐華大使館的郵件，內容是：「我們在此通知您：美國國務院已於2020年9月9日依據INA 221（i）取消了您的美國簽證。」

小A透露，他就讀於美國的一所大學，簽證被撤銷意味著他無法回校完成學業。從現有形勢看，他可能也很難申請到新的學生簽證。據報導，許多中國留學生在網上反映，他們在9日收到了同樣的郵件。川普政府似乎正在集中開展新一輪的簽證撤銷行動。

小A和朋友運營的「美簽撤銷統計」開放文檔裡，已收集到50多位學生的信息。路透社也稱，9月9日，一些在美國大學就讀的中國學生透露，都收到美國駐北京大使館或美國駐華領事館的通知，告知他們的簽證已被立即取消。

近50名持有F-1簽證的學生在微信聊天室中說，他們已收到電子郵件通知，如果他們想去美國旅行，則必須申請新簽證。聊天室中的許多人表示，他們主修科學、技術、工程和數學等學科。有人說他們是研究生，在中國的大學獲得學士學位，並與中共軍方有聯繫。

同一天，美國國土安全部代理部長查德．沃爾夫（Chad Wolf）表示，美國正在向部分中國研究生和研究人員拒發赴美簽證，以防止他們竊取美國敏感的研究成果。

沃爾夫說：「我們正在拒發某些與中國（中共）軍民融合戰略有聯繫的中國研究生和研究人員的簽證，以防止他們竊取或以其它方式挪用（美國）敏感的研究成果。」

他表示，經濟安全就是國土安全，而中共是美國最大威脅，中共利用各種槓桿，包括軍事、外交手段，持續拒絕遵循西方民主自由秩序，企圖用它的專制秩序取代。沃爾夫還譴責中共對美國相關機構發動網路襲擊，企圖竊取美國Covid-19研究成果。

美國國務院發言人9日表示，截至9月8日，美國已吊銷了1000多個中國公民的簽證，這些簽證受到第10043號總統公告的約束，被判定為不符合簽證條件。

5月29日，美國總統川普頒發總統公告（Proclamation），從6月1日中午12點開始，出於保障美國國家安全的考慮，將暫停和限制頒發跟中共發展軍事相關的F和J簽證。

《紐約時報》5月28日報導，美國官員透露，川普政府將宣布，取消與中共軍方所屬大學有直接關係的中國學生和研究人員的簽證，並驅除出境。知情人士說，3,000至5,000名中國學生受影響。相關中國學生將被取消簽證並被驅逐出境，在美國境外的中國學生將不允許返美。

聯邦調查局（FBI）以及美國司法部多次告訴美國大學，中國學生尤其是從事科學研究工作的中國學生可能構成對美國的安全威脅。美國官員表示，中共軍方學校與中共軍方之間聯繫密切，遠不是單純的校園招募關係。在許多情況下，中共軍方在學校中選拔可以出國的學生，給他們出學費，而被選中的學生則必須在海外替中共收集信息。

8月31日，美國國務卿蓬佩奧（Mike Pompeo）說，川普總統正在考慮是否進一步限制中國留學生在美學習。他說，幾乎每個在美國的中國學生都受到中共監視，確保他們的行為與中國共產黨一致，從正式的定義上講，你不會認為他們是間諜，但是由於共產黨什麼都帶回國的指示，讓許多中國學生承受著巨大的壓力。
