曾經在旺角騷亂案件代表梁天琦的資深大律師蔡維邦，上周三（9）辭去大律師公會副主席，蔡維邦其後在報章撰文解釋，指離任是因大律師公會對示威者的暴力「可恥地保持沉默」。大律師公會主席戴啟思昨日（16日）向會員發信（英文全文按此），邀請會員 10 月底出席特別會議，討論就香港當前局勢向政府提議解決方案。不過戴啟思強調，公會不會基於政治立場而擁護特定方案。

戴啟思又在信中提到，有人質疑公會只回應警方濫用暴力，而忽視示威者的暴力。戴啟思強調，法治精神講求政府的行為亦要合法，政府行為應受到有效的監察，警隊作為能夠用武的行政機關，現時被質疑有系統地違法，甚至獲上級包庇，情況令人憂慮，「沒有其他情況比無法追查的國家代理人向市民施暴更蠶食法治。（There is nothing more corrosive to the Rule of Law than violence inflicted on members of the public by apparently unaccountable state agents）」

戴啟思指，每次法治受威脅時，公會都有發聲明回應，當中包括促請政府撤回《逃犯條例》草案、批評警隊於港鐵元朗站及太子站事件的處理手法、指摘有市民違反法庭禁制令及指罵律政司檢控官等。
