香港民间人士制作的《香港警队的法定权力及监管》独立调查报告书，其中明确列出从6月10日至8月10日，香港警队在镇压“反送中”示威者的过程中，可能涉嫌的违法行为以及法律条例。（Anthony Kwan/Getty Images）

【新唐人北京时间2019年10月16日讯】香港“反送中”运动已持续四个多月，虽港府一直无视民意，加之港警过度使用暴力，但港人不屈于暴政的决心始终未减。自8·31以来，示威者“被自杀”案件数量激增，民间对警方的武力镇压极度不满，“解散警队，刻不容缓”也成为“反送中”的口号之一。日前，香港民间人士制作出一份名为《香港警队的法定权力及监管》独立调查报告书，其中明确列出从6月10日至8月10日，香港警队在镇压“反送中”示威者的过程中，可能涉嫌的违法行为以及法律条例。

该份独立调查报告书连同附录长达300多页，除报告摘要、前言外，主要包含四大部分，即探讨香港警队的法定权限、投诉警察及监管警权机制、警队执行职务时涉嫌违例的资料一览，以及建议及总结。

编者开篇即声明：“本报告仅供公众参考。在编写报告内容时，所用到的资料全属公开。报告已力求资料正确无误，惟报告不保证此等资料之全部或任何部分在各方面均绝对正确。”

同时，编者在报告书的编者序中表明，“（港人）即使经过多番的游行示威，特区政府除正式撤回逃犯条例外，对市民的其它诉求仍未回应，亦拒绝成立独立调查委员会来还原真相，纠正问题。”

“我们希望从公开的资料入手，编撰本调查报告，整理有关警队的法定权力及监管机制，以及在今次示威冲突中警队涉嫌违例的资料，希望能就此归纳出成因及作出建议。”

编者还强调，报告书中提及的一切“皆从客观事实出发，希望能做到铁证如山。”并表明，“不论最后结果如何，我们绝不轻言放弃。”

而在该报告书附录《警察涉嫌滥权资料一览》部分，则全部使用公开的视频影片，并附有影片来源及相关网址，以及事件发生的时间、地点，和警员涉嫌违反的法条。编者并对该事件做出了精确的简述。

截至目前，《警察涉嫌滥权资料一览》已更新至8月10日。

报告指出，从网上搜集的媒体片段可见，“警队涉嫌多次违反警队通例／其它法例，当中涉及过分使用武力(甚至有可能触犯侵害人身条例)；在执行职务时不出示委任证；阻碍传媒采访等等。”

另有不少影片均反映部分警员的做法“绝非无心之失”，“并随着示威行动升级而变本加厉”。报告认为，这反映香港警方“警权过大失去制衡的问题日益严重”。长此下去，香港的法治精神将严重受损，后果不堪设想。

同时，报告也表明，“从影片的数量及所反映警队涉嫌滥权的趋势，我们有理由相信本报告所披露的，只属冰山一角。”

香港问题的症结“在于政制”。因此，报告最后强调，港府必须回应民间“五大诉求”，缺一不可。
