港警酷刑細節曝光：打至骨折全裸搜身 威脅電擊私處

【新唐人北京時間2019年09月20日訊】香港警察在反送中運動中濫權濫暴，遭到輿論強烈譴責。國際特赦組織9月19日公布調查報告，指有證據顯示，示威者在被捕後遭受酷刑和虐待，如在警署內遭到毒打、導致內出血或骨折，被強迫用激光筆照射眼睛，威脅電擊下體，女示威者被全裸搜身等，令人震驚。

反送中示威者在警署內遭受酷刑虐待

國際特赦組織19日晚發布實地調查報告指出，香港警務處採取魯莽和無差別的部署策略，任意拘捕。有證據顯示，被捕人士在扣留期間遭受酷刑和其他形式的虐待，令人震驚。

該組織採訪超過20名要求匿名的被捕人士，並收集了來自律師、醫護人員及其他人士的佐證和證詞。該組織注意到，警方的行為有報復心態。

據一名於8月在新界示威時被捕的男子透露，他被扣留在警署期間，因拒絕回答警方問題，被數名警察拖到一個房間裡毒打，並威脅他，如果他試圖保護自己就會打斷他的雙手。

他說：「我覺得自己雙腿被硬物打，然後一名(警察）把我翻過來，把膝蓋壓在我胸前。我感到骨頭疼痛，無法呼吸。我試過大叫，但我無法呼吸，也無法說話。」

當他被壓在地上時，一名警察撐開他的眼睛，用雷射筆直射他的眼睛，並說：「你不是喜歡用它指著別人嗎？」該男子後來因骨折和內出血在醫院救治數天。

另一名8月在深水埗被捕的男示威者說，拘捕他的警察多次要求他把電話解鎖進行檢查，被拒絕後，警察威脅要電擊他的生殖器官。

該男子對國際特赦組織表示，他「害怕」警察會來真的，「因為當時的情況太瘋狂了，我想任何事都有可能發生。」

該名男子被扣留在警署期間，親眼目睹多名警察強迫一名年幼的男孩用雷射筆直射自己的眼睛約20秒。警察對男孩說：「你那麼想用筆照向我們，你為什麼不照照自己？」

有義務律師接受明報採訪時也表示，接觸最少3宗類似個案，被捕示威者均表示被警察用激光筆直接照射眼睛，時間約1至2分鐘；其中一人被警察以激光筆照射陰囊。

國際特赦的報告還記錄了一名被捕的女示威者在警署內被警察全裸搜身，遭受性暴力。網上甚至傳聞有被關押在新屋嶺的女示威者被多名警察輪姦。

雖然警方對此予以否認，不過曾有警察對被捕人士直言，想和女示威者發生性關係很正常，因為警察經常加班很辛苦。

示威者被捕後仍被毆打

這場反送中抗爭運動已持續3個多月，港警任意拘捕、毒打和酷刑對待被捕人士的情況，日益嚴重。國際特赦組織指出，防暴警察和俗稱「速龍小隊」的特別戰術小隊的暴力情況特別嚴重。幾乎所有被捕人士都表示，即使被捕後沒有反抗，也遭到警察用警棍和拳頭毆打。

一名年輕女子於7月在上環的示威活動中被捕，她在警方推進時走避，但被警察從後面用警棍打，並被推倒在地上。在她雙手被索帶綑綁後，警察仍繼續打她。

另一名於8月在尖沙咀示威中被捕的男子，也是在撤退時被「速龍」抓住，警察從後面用警棍打他的頸和肩膀。

他說：「我立即被打倒在地。他們三個人捉著我，把我的臉壓在地上。一秒鐘後，他們踢我的臉……該三名速龍成員一直壓在我的身上。我開始呼吸困難，感到左肋骨劇烈疼痛…他們對我說『閉嘴，不要再出聲』。」根據醫療記錄，他因肋骨骨折和其他傷勢而留院兩天接受治療。

國際特赦組織東亞區辦事處主任軻霖（Nicholas Bequelin）表示，「警察一而再、再而三在拘捕前和拘捕期間作出暴力行為，即使被捕人士已被制服或扣留。警方使用的武力顯然過度，違反了國際人權法。」他要求當局立即進行獨立調查。

警方拖延傷者救治 會見律師

另有受訪者說，被扣留期間，有示威者受傷要求救治，警方往往拖延5至10小時才將其送院。甚至以送院為由，威脅示威者在沒有律師的情況下落口供。警方還以電話繁忙、沒有電話網路等不同理由，拒絕讓被捕人士見律師。

在國際特赦組織調查的個案中，超過85％（21人中有18人）的示威者，是在被捕後被毆打入院的，其中至少有3人傷勢嚴重，需留醫5天。

國際特赦組織強調，適時讓被捕人士會見律師、家庭成員和醫護人員，是防止酷刑和其他形式虐待的重要保障。而在公布這個調查結果之前，一群聯合國專家已就香港警方襲擊和拘捕示威者的模式表示震驚。
