中共以「打擊犯罪」等理由強行採集DNA數據，採集公民DNA的行動已在全國各地擴展，甚至中小學生都未能幸免。

2016年開始，新疆當局就以辦理第三代身分證、免費體檢等名義大規模採集維吾爾等少數民族穆斯林DNA樣本，以建立數據庫來監控和壓迫他們。

現在這種維穩模式擴展到全國，中共大規模採集民眾DNA等生物信息，所有男性包括兒童都被強行抽血。

家長們的擔憂

11月，廣西省貴港市、桂林市、岑溪市、河池市等多地民眾向《寒冬》反映，當地警方在未通知監護人的情況下，統一採集中小學男生的血液。

「抽血的事情不應該是醫生做嗎？為什麼是警察做？」一位小學生家長說，「這麼多學校的學生被抽血，政府採取大規模的行動也沒有給家長下達任何的通知或書面溝通，這讓我們很沒有安全感。」

有家長詢問為何採集孩子們的血液，有教師解釋是為了防止兒童被拐賣或走失。

「如果是為了防拐賣、走失，為什麼只查男孩不查女孩？難道女孩就不會失蹤嗎？真奇怪！」另一位家長質疑。校方遮遮掩掩不能給出令人信服的解釋更令家長擔憂，有家長還擔心檢測DNA會被用於強摘器官。

「抽血是政府要求的，是全國統一下發的文件，說抽血是為執法部門好找罪犯。人逃到哪裡，警方都能追查到。」一名老師告訴《寒冬》。

貴港市、桂林市至少17所學校的男生被警方以「將來犯罪了」或者「被拐賣了」容易找到他們，「發放新身分證」「檢查他們是否吸毒」等理由採集血液。

有人反映同樣的情況也在江西省發生，《寒冬》獲取江西省撫州市崇仁縣公安局11月下發文件，文件要求教體局配合公安局採集當地所有中小學校男生信息。

文件稱此項工作在全國範圍內開展，是為全國第七次人口普查和發放第三代數字身分證收集信息，提高人口數據的信息化程度，便於快速身分認證等。

文件下發後，警方對當地十所中小學的男生統一抽血。

大陸官方媒體報道了陝西省漢中市南鄭區漢山街道辦白家灣小學「積極配合採集學生DNA樣本」

所有男性居民都有義務提供DNA樣本

據報道，在中國許多地方，警方以「免費體檢」「檢查是否吸毒」等各種理由對男性成年公民進行血液採集。

湖北省隨縣政府2018年9月印發的一份《Y-STR DNA數據庫建設工作方案通知》，要求「建立起全面覆蓋隨縣農村地區的以男性為主的家系圖譜信息庫」「通過家族調查，掌握社會治安現狀，增強人口管控能力」。

多名江西省民眾表示，在開具高考用的證明、辦理新身分證、更換戶口簿等業務時，被派出所警方要求採集血液。警方聲稱，辦理這類業務都需要採血。

一位被驗血的民眾告訴《寒冬》，警方將他的血液樣本放進一個寫有「法庭科學DNA數據庫人員信息表」的袋子裡，一名警察稱一人驗血，三代犯罪都能通過此人的DNA找到。

中共政府經常使用採集的DNA數據打壓異議人士、宗教人士。7月，江蘇省一位因躲避迫害而逃亡在外的全能神教會信徒的父母被警方騷擾，並被強制採集血樣，警方聲稱這樣有利於追查到該教會成員。

廣西省岑溪市一位村民說，2019年10月下旬，當地派出所警察入戶對男性村民驗血，不在家的村民名單被交由協警繼續跟進採血，確保不漏掉一人。
