武漢病毒實驗室失去關鍵病毒回收功能
這在中國是司空見慣的事。由與解放軍關係密切的建築工程團隊施工，是為了要偷學規劃技術好以後不理法國人自己蓋，為大國崛起不必再付錢給洋人奠定基礎。

在這過程中為了省錢和偷工減料，再加各級領導外行但政治正確的各種批示，必然導致縮減專業病毒回收功能的原始設計，但加大了領導辦公室的數量規模與氣派程度。省下來的錢也不是真的省錢，而是變成給各路人馬的回扣，最終檯面上的預算還可能不斷超支。

最後人事預算下來，負責銷毀實驗動物老鼠或蝙蝠的專業單位被塞進大量冗員坐領乾薪，實際關鍵工作都外包給醫衛農民工執行。農民工為了多賺點錢，就把實驗動物賣到市集賺外快，反正其他人也是這樣溢領實驗室材料轉手賣錢啊…………

於是國家名義上得到一個有法國認證的專業病毒實驗室風光開幕，但其實是瓦房店工程學充分發揮效益，國務院得到了面子，而承辦的科研單位得到肥美工程回扣和常態人事預算與每年的國際會議出國福利。當然病毒外洩防止措施什麼的，其實根本不會有人在意，那不就是洋人嚇唬嚇唬人用的嘛，我們只要多洗手帶好防護罩就可以了…………

新型冠狀病毒疫情大爆發後，位於武漢的中共P4病毒實驗室成為暴風眼。媒體追蹤發現，由法國提供的P4病毒實驗室圖紙在施工過程中被中共方面擅自修改，並且違反與法國達成的約定，私下複製了多個P4級實驗室，或也因此喪失了關鍵的病毒回收功能，加大了泄漏風險。

P4病毒實驗室是世界安全等級最高的生物實驗室，它是研究世界上最危險的病原體的平台，武漢 P4實驗室起初由法國援建，於2017年正式運行，但目前還未獲得世界衛生組織的認證。

2003年，中共指派中國科學院於向法國政府提出請求，希望幫助建設p4級病毒實驗室。2004年在時任法國總統希拉克訪華之際，雙方簽署了援建p4病毒實驗室的合作協議。也是在那次法國總統訪華之際，中國航空器材進出口集團公司與法國空中客車公司簽署了總價百億的，150架空客飛機訂購協議。

法中援建p4實驗室協議包括，中國p4病毒實驗室不能進行具攻擊性的病毒技術活動（即：禁止進行研究、製造生化武器），由法國提供設計圖紙並負責該實驗室的興建工程，中方還承諾只興建一座P4病毒實驗室。

但在接下來的時間裏，中共方面並未信守該協議，或許因此埋下了新型冠狀病毒疫情大爆發的禍根。

在施工過程中，中共違約讓軍方負責P4實驗室工程，其目的引外界質疑。法廣稱，法國對外安全總局指，法國里昂的一家建築設計所RTV原定負責該實驗室的工程，但2005年中國官方選擇武漢當地設計所IPPR負責工程。而根據法國安全部門的調查，IPPR設計所與中國軍隊下屬部門有密切關聯，這些部門早已是美國中央情報部門的監督目標。

法國援建中共P4病毒實驗室在法國政界造成極大爭議，有法國病毒專家擔心中共會利用法國提供的技術來研製生化武器，法國的情報部門當時也向政府提出嚴正警告。

中共還違約偷偷複製了多個P4級病毒實驗室，使得安全隱患陡增。據法廣消息，法國官員表示，中方在十多年的合作過程中多次違背承諾，比如說，中方當初承諾僅僅在武漢修建唯一的一個實驗室，而今天發現，中方已經修建了多個實驗室，而且某些實驗室十分可疑。

不僅偷偷造出複製品，中共還擅自修改了P4實驗室的原始圖紙，破壞了回收病毒的——「黑洞系統」。

依照國際先例，P4病毒實驗室的結構是層層圓圈式、層層負壓結構，實驗病毒處在最中心、氣壓最低的位置，此種設計可讓不慎泄漏的病毒最終回收到中心處，使整個實驗室形成一個「黑洞」式結構，以防止病毒外泄。但這種「黑洞」結構，在武漢p4實驗室施工時可能遭到破壞。
原中國紅十字會項目高管李原披露，武漢p4實驗室由與軍方關係密切的公司負責興建工程，在興建之初就存在不讓援建方法國知道的內容。

李原說：「中共違反了所有的操作許可權，造成這個病毒實驗室中間的這個「黑洞」不管用。」
