廣東省人大常委會召開緊急會議，即時授權廣州市和深圳市政府，在必要時可依法緊急徵用房屋、設施、物資等作應急防疫應變，是中國改革開放後首次，也是2007年物權法後，首次政府被授權有緊急權力徵用私人財產。

廣東省人大常委會早上召開緊急會議，通過《廣州市人民代表大會常務委員會關於依法全力做好新冠肺炎疫情防控工作的決定》，市和區的政府，以及防控新冠肺炎疫情工作指揮部，可以根據疫情防控需要，在醫療衛生、資金保障、交通運輸、市場管理和野生動物管理等方面，有權實施臨時應急行政管理措施或者發佈決定，可依法臨時徵用單位或者個人的房屋、場地、交通工具以及相關設施，作疫情防控用途，並可要求相關企業組織提供疫情防控物資和生活必需品。
