继湖北武汉之后，云南文山两家医院共五名医务人员分别被指偷拍和散布疫情防控信息，被拘留十天。湖北钟祥一男子也因在微信群发表有关疫情言论被公安行政拘留五天；青海也出现同类事件。

中国新冠肺炎相关疫情防控信息成为当局的敏感话题。据人民网消息，2月6日（星期三），云南省文山州人民医院文某、文山市人民医院刘某等五名医务人员因偷拍、散布疫情防控信息，造成恶劣影响，被文山市公安局依法作出罚款、拘留的处罚。

报道称，2月3日，文山市公安局在防控工作中，发现有人将疫情信息在微信圈中传播，造成恶劣的社会影响，文山市公安局高度重视，及时进行调查。公安认定，文山州人民医院文某、谢某某、关某某利用工作便利，私自拍摄患者，并散布相关信息，文山市人民医院刘某、余某某通过微信转发传播。文山市公安局依法对文某、余某某、刘某、谢某某行政拘留十日，并处罚款五百元；对关某某罚款五百元。

对此，中国毒奶粉维权群体“结石宝宝”成员蒋亚林本周五接受本台采访时说，警察不是医生，无专业判断能力，因此，执法必须慎重：“对于疫情而言，警察不是疫情专业，他肯定不懂，但是对于医生而言，这是他的专业，他能够预测到疫情的趋势。这些医生包括武汉的李文亮都是‘吹哨人’，他们在不断的提醒大家狼来了，着火了，大家想办法吧。但是这帮警察却是灭口的。”

地方政府没有汲取武汉教训抓捕 “造谣者”

蒋亚林说，武汉眼科医生李文亮遭到警察训诫，北京最高法院已经发表文章要求公安慎重处理类似事件，但是云南警方依然我行我素：“李文亮等八君子的事情说他们造谣，而事实证明他们没有造谣，现在九州封城，在这样的情况下，云南还发生这样的事情，这帮警察估计脑子进粪了吧。”

与此同时，新型冠状病毒重灾区湖北钟祥警方对一男子处以行政拘留5天，理由也跟言论有关。据公安“云上钟祥”发通报称，2月3日，钟祥市柴湖镇某超市员工吴某，在“柴湖某购物服务群”散布“柴湖新城某生鲜超市有新型冠状肺炎病毒”的谣言，引起部分群众恐慌，造成恶劣社会影响。柴湖派出所依法给予吴某行政拘留五日处罚，并责令其公开检讨，消除影响。

异议人士王爱钟认为，在正常国家，警方不应动用公权力干预所谓的谣言：“在一个正常的国家，对谣言，他不需要通过公权力去进行整肃，去压制，你只要通过正常的回应或用事实去回应，就可以得到澄清。但是在中国的体制下，他们首先想到的是用公权力强权压制，只要这种制度不改变，这种事情以后还会不断出现。”

钟祥公安还表示，疫情防控工作作为当前压倒一切的重大政治任务，会密切巡查网上舆情动态，针对网上出现的疫情谣言要及时发现处置，严厉打击。截至目前，钟祥市公安局已依法查处编造、传播谣言、制造谣言治安案件3起，行政拘留3人。

另据青海警方通报，1月25日，西宁市湟中县海某在微信群发布“西宁市出租车25日起全面停运公告”谣言信息，造成该谣言大量传播，影响恶劣，湟中县公安局依法对其行政拘留10日。警方还对微信传播的“盛达国际小区发现疑似疫情、西宁市超市即将关门、西宁已封城、人民币携带冠状病毒”等谣言进行了追查。截至30日，共处置负面谣言信息884条，批评教育69人，行政拘留3人。
