【希望之声2020年6月5日】（本台记者杨慧贞、王倩采访报导）李克强总理坦言“中国有6亿人的每月收入仅1000元”的一席大实话，成为近日中国社会讨论的热门话题，至今仍在发酵中。李克强同时反复强调，中央带头过“紧日子”，还要求“各级政府都要过紧日子”。6月3日，有中国地方官员向本台表明，李克强其实有未说出口的更大危机。

地方官员张启（化名）表示，中国的地方债的问题才是更大的危机，一般情况下，地方政府的债务的规模通常超过GDP的两到三倍，实际上地方债已经走入了死循环，是一个死结。因为地方政府融资带来的债务是根本不可能还的，地方政府一天到晚就等着、盼着中央政府来付钱。

【录音】比方说这个安徽的一个中等的县城，它的总债务应该是达到将近400个亿，实实在在的就是2019年。他的GDP达到200个亿。所以吧，就目前而言，过去的债务是未来永远无法还上的，就只等着贬值，等着中央政府印钞吧，印钞以后再来还债啊！

张启透露，现在的各级政府，包括基层的地方政府的工资支出和福利支出，基本上都是中央政府拨款。

【录音】去年好像是有一个月，拨了1万多亿吧，一万多亿分到底下每个县，一般情况下都要拨七、八个亿，十来个亿吧，这样的话呢，付工资和日常的开支就够了，不然的话，那地方政府，也就是几乎每个地方的地方政府基本都揭不开锅了，这是肯定的。因为地方政府没钱了，根本就没有钱，他不可能有钱的，对不对？地方企业都倒闭了，他也收不上来税，他都不复工生产，到哪里去弄钱呢？所以这个地方政府的债务是越积越多，越积越多，到最后还不了了，也不想还，也没办法还。

根据张启所知，全国没有一个地方的经济是好的。

【录音】我可以这么说，全国都是一样，没有一个地方的经济是好的。打个比方:就像一个单身汉一样啊，靠骗钱，借钱把自己搞的冠冕堂皇的，你看他平时过得很潇洒，但事实上他全部是债务，他自己不承认，他没有收入啊，同样的道理，就是我们地方政府的事也是这样的。

让张启痛心的是：地方政府的浪费非常过份，乱投资、乱决策…等等，他分析有几个大的浪费。

【录音】第一个是维稳的浪费，维稳费用超过军费，这个事情是不需争议的了，第二个呢就是所谓的招商引资的支出。这里面的浪费，相对于以前，18大以前可以说是有过之而无不及，是更大浪费，更大花钱，也就是说很多地方政府的领导，基本上都是打着招商引资的晃子，在外面吃喝玩乐、游山玩水，这方面的费用，每个县、每个地方的地方政府每年的费用可能达到一个亿以上，至少要一个亿，甚至超过不止，所以真是触目惊心！

第三个这地方政府的浪费还表现在哪些方面？乱上项目啊，很多很多的烂尾工程，烂尾的开发区等，都是空的，摆在那里，有的十年15年都不会动。每个地方的每个县每年以十个亿二十个亿以上的浪费作为基础的，他们干的坏事太多了，他们浪费太多了，一般底层的群众是根本就不可能知道，你真的感到非常的气愤，也非常的无奈。就像我们这里一座大桥，刚刚建好的一座大桥，然后市里面领导跑来以后，二话不说就拆了，然后在这个大桥旁边不到500米的地方再建一个，这不是神经病吗?

那中央政府有没有钱哪？张启认为，李克强报告没有设定经济指标，因为没法设定!怎么设定啊？因为今年一季度-6.8%，二季度绝对超过一季度，指望后两个季度反超？开玩笑吗？

【录音】中央政府可能也没有钱，但他可以印钞啊，把老百姓存在银行的钱给贬值以后，他印钞，不断的印钞，2019年政府增发货币也就是M2，这个整个这块是多少？是两百四十万亿，简直是开玩笑!已经超过了GDP的两倍以上，2.5倍！所以中国成语有一句话叫“大厦将倾，覆巢之下，岂有完卵。”

张启特别说明：M2一般是指货币发行量，中国的央行一般每年将货币发行量设定为GDP的2倍～2.4倍，2019中国官方GDP总量是100万亿，这样，可以推算政府增发货币也就是M2可以达到240万亿。但美国的M2货币发行量一般是GDP的70%，这就能看出来天朝是如何稀释中产和低层民众的钱了。
