孔子学院遭各国抵制 中共改名被嘲讽

【大纪元2020年07月06日讯】（大纪元记者周行多伦多报导）近日，中共宣布另成立机构管理全球孔子学院，不再对外称“国家汉办”。此前，由于孔子学院在汉办领导下向全球推广中共意识形态而变得臭名昭著，此次改名遭民众嘲讽。

据中共官媒新华社6日消息，“中国国际中文教育基金会”日前正式成立，全面负责运行全球孔子学院品牌；“同时教育部设立中外语言交流合作中心，开展除孔子学院运营和管理之外的其他国际中文教育项目”。

此前，一份在网络流传的中共政府教育部文件称，为进一步做好中外语言交流合作工作，根据中央编办批复，经教育部党组研究决定，将孔子学院总部更名为教育部中外语言交流合作中心，不再对外使用“国家汉办”名称。

孔子学院总部及国家汉办的官方网站都还在，都没有发布改名通告。据《苹果日报》之前的报导，微信在6月30日流传的一份“对外汉语公开课订阅号”文宣资料显示，教育部中外语言交流中心已成立并开始运作，包括协办2020年线上全美中文大会。

该文宣明言，教育部中外语言交流中心，以往称为“孔子学院总部/国家汉办”。而该中心主任马箭飞博士，之前的头衔是国家汉办党委书记、孔子学院总部副总干事。

对于“孔子学院总部/ 国家汉办”改名，纪录片《假孔子之名》导演秋旻对《大纪元时报》说：“汉办这块牌子已经臭名昭著了，在世界各地，有太多汉办干涉学术自由的情况。”

“孔子学院已经推不动了，所以，它要做一些新的花样出来。” 秋旻说。

时事评论员、作家盛雪对《大纪元时报》说：“这是一个好消息。首先，这说明在这些年当中，大家抵制孔子学院的努力非常有效；而且，中共自己也已意识到，孔子学院混不下去了，特别是在民主国家，它已经成了过街老鼠。”

据《苹果日报》报导，大陆一些网民指出，孔子学院“因为名声臭了，以为换个名字就能掩人耳目”；有网民揶揄道：“将妓院改成青楼、怡红院……有什么本质区别吗？不过是故弄玄虚，愚弄外国人罢了。”

孔子学院于2004年正式成立，是由中共政府出运作资金、教师及教材，在外国的学校内提供中文教育。这种花自己国家公币为他国办学的做法，使孔子学院迅速扩散到全球约150个国家，学院数量超过500家。当孔子学院统战目的被披露后，国际社会开始抵制。

世界加速抛弃孔子学院

2013年，加拿大麦克马斯特大学关闭孔子学院，这应该是有媒体报导的第一个关闭个案。秋旻说，孔子学院数量的增加速度，自那开始变得越来越慢。到2019年出现负增长。“可以预见，今年将是更大的负增长”。在美国，“只要是公立的大学，绝对关闭孔子学院”。

据美国之音报导，加州大学戴维斯分校今年4月28日宣布关闭孔子学院时称，这里的孔子学院从没开设过语言课程，除了一个学分的中国文化实习课之外，也没有开过其它学分课。

经济学家、前北大教授夏业良表示，中共希望在全球每所主要大学都办孔子学院，但是，“中共对孔子的儒家学说深恶痛绝。这只不过是挂羊头卖狗肉，贩卖的是中共的意识形态，即便教授一些所谓的中国文化也是被肢解的”。

孔子学院的表现，也超出了一般人的想像。2014年7月，在葡萄牙召开欧洲汉学学会第20届双年会期间，孔子学院总部总干事许琳因为会议手册中有另一赞助机构——台湾“蒋经国基金会”的介绍内容，下令随从立刻拿走会场所有材料，撕去她不喜欢的内容后，才把材料送回会场。此事在西方社会引起了巨大反响。

按夏业良介绍，一家普通的孔子学院投资至少100万美元，再加上修建教室等设施，平均每家投资150万美元。如果是重要的大学，比方说哈佛大学，中共会不惜代价，大量投入。

数据显示，美国曾有超过100家孔子学院，其中大约40家已关闭。加拿大曾有14家孔子学院，现在剩下10家（有一家已停课，未正式宣布关闭）

英国《泰晤士报》报导，瑞典在今年4月份关闭最后一所孔子课堂，至此瑞典关闭了所有孔子学院。

近年来，对孔子学院的批评不断升级。2017年底，《纽约时报》刊登的一篇评论文章称，孔子学院资助的语言和文化中心禁止用批评性眼光看待中国议题，已经带来了失去学术自由的代价。

美国的一些民选议员，包括麦克考尔（Michael McCaul）、库埃拉（Henry Cuellar）和鲁比奥（Marco Rubio），都在呼吁关闭孔子学院。

区分中共与中国 继续抵制渗透

最近，国际社会反共情绪高涨，期间更多政府及个人明确表示，他们只是反中共，不反中国和中国人，世人开始认清中共通过绑架中国及中国人，去达到其目的的伎俩。

据美国之音报导，在美国获得了两党学生组织领袖支持的公开信“华盛顿呼吁”的一名主要发起人麦克斯（Caleb Max）强调说，反对孔子学院不是反对中国人民，“这从来不是反中国人民的事情，这是反共产党。我们应该鼓励教授中文，我们应该鼓励举办中文游戏之夜。我们只是不希望在共产党的场所里做这些。”

著名汉学家、加州大学河滨分校校长林培瑞教授在接受美国之音采访时表示，中共当局在今年的病毒大流行及针对香港等问题上的恶劣表现，使美国一般百姓都认识到中共的本质。

盛雪表示，中共的本质还包括其欺骗性，“中共一直都很狡猾，会使用各种各样的伪装，将中共的意识形态带到全球。”

她说，现在孔子学院要改名了，“无论它以什么样的面目出现，我们都要抵制”。

秋旻说：“中共绝对不会放弃这个用语言、汉语教学为阵地，去影响全世界的渠道。”

实际上，国际社会对中共的伎俩早有认识。2010年，时任加拿大安全情报局（CSIS）局长法登（Richard Fadden）表示，孔子学院在中共使领馆控制之下，试图影响加拿大对华政策。前CSIS高级经理朱诺-卡苏亚（Michel Juneau-Katsuya）表示，许多西方反情报机构已将孔子学院定为被中共使用的“间谍机构”。

盛雪表示，中共处理疫情及香港问题的表现，再次证明它做事没有道德底线，而且颇具欺骗性。“我们真的不能掉以轻心”。
