澳洲智库揭新疆维族人遭关押最新状况

中国和西方为主的国家在人权问题上关系日渐紧张，联合国也成为以欧美为首谴责北京，以及以中国为首批评西方国家的两大阵营角力场。

(德国之声中文网) 以德国为首的39国周二 (10月6日)在联合国发出联合声明，敦促中国尊重少数民族维吾尔人的人权，也对香港的局势表示关注。

领衔提出这项声明的德国驻联合国大使霍伊斯根 (Christoph Heusgen)在声明中说：“我们呼吁中国尊重人权，特别是属于宗教和少数民族的权利，尤其是在新疆和西藏。”

在39个签署国中，有美国、加拿大、日本、澳大利亚、新西兰、海地和洪都拉斯，以及包括阿尔巴尼亚和波斯尼亚在内的大部分欧盟成员国。

声明中强调，“对新疆的人权状况和香港最近的事态发展表示严重关切”，并“呼吁中国允许包括联合国人权事务高级专员巴切莱特 (Michelle Bachelet)在内的独立观察员立即、有意义、不受限制地进入新疆。”广告

声明中也敦促中国“维护香港的自治、权利和自由，尊重香港司法机构的独立性”。

非政府组织人权观察对这39国表示肯定，并说:“尽管中国不断对发表言论的人采取威胁和恐吓手段，但还是有这么多国家签署了宣言。”

2019年，英国起草的类似文本只获得了23个国家的签名。

西方外交官表示，中国每年都在加强施压，力阻联合国成员国签署此类声明，威胁要阻止一些国家延长维和任务，或阻止其他国家在中国建设新的使馆设施。

声明详细内容

39个国家6日发表的声明表示，他们严重关切新疆所存在的“政治再教育营”，并表示有可信的报告指出，新疆有100多万人被任意拘留，以及越来越多关于严重侵犯人权的相关报导。

他们说，中国的“宗教或信仰自由、行动、结社和言论自由，以及维吾尔族文化受到严重限制”。除了针对维吾尔族和其他少数民族的大规模的监视行动，还出现了更多关于强迫劳动和强迫生育控制，包括绝育的报告。

这39国与50名独立的联合国人权专家在6月的一封特别信函中已表达了同样的关切，他们在信中敦促国际社会“采取一切适当措施 ”监督中国，并“采取集体和果断行动 ”确保中国政府尊重人权。

他们提出的关切包括北京对西藏和新疆少数民族的待遇、对抗议者过度使用武力的指控、对新冠病毒爆发时相关报导者的报复，以及香港的国安法疑虑。

在香港问题上，这39国与另一组联合国专家对《港区国安法》“不符合中国的法律义务 ”和允许将某些案件移交中国大陆起诉表示关切。

古巴随后代表45个国家发表声明，支持中国在新疆的反恐和去极端化措施。声明说，中国为应对恐怖主义和极端主义威胁而采取的措施是在法律范围内进行的，以保障该省各族人民的人权。

巴基斯坦特使也在会中宣读了包括中国在内的55个国家签署的声明，谴责任何以香港局势为藉口干涉中国内政的行为。这份声明说，香港是中国的一部分，国安法确保了中国对香港“一国两制 ”政策的持久性。

中国大使张军也对德国、美国和英国发表讲话，批评他们所谓“虚伪的态度”，并要求这三个国家 “收起傲慢和偏见，悬崖勒马”。

他指责这三国“滥用联合国平台，将人权问题政治化，挑起政治对抗，坚持挑起对立”。

他说：“他们散布虚假信息和政治病毒，抹黑中国，干涉中国内政。中国坚决反对和拒绝这种做法。”

他特别抨击了美国政府，说:“你们的卑鄙行径完全不符合历史潮流，指责中国不能掩盖你们糟糕的人权记录。”他指出，美国有20多万人死于新冠肺炎，也抨击美国的种族歧视和警察暴力，还称美国是“世界上最好战的国家”。

签署巴基斯坦和古巴声明的国家包括俄罗斯、叙利亚、朝鲜、委内瑞拉和古巴，5日，中国才率领包括以上国家等26国发表联合声明，呼吁停止单边强制措施，表示这些制裁在抗疫下侵犯了人权。

Штудирование сего нашего YouTube на буквальном смысле языкоблудие выказало, что там действительно есть загогулина: половинки длани банально слеплены равным образом проанализировать неразрушающим методом данную агрегат практически невозможно. Ыбло хоть кое-что. В ручке, устремите внимание, имеется 2 пружины: для крепости насадки (а) также клавиши перекрытия воды. Потерять вторую — стократ ни топало, что-что вот первоначальную унше счета утрачивать, так как без нее насадка не отступать деть будет.
