原中共教育部部長陳至立參與迫害法輪功被舉報

【明慧網二零二零年十一月二十四日】1999年7月中共惡首江澤民下令迫害法輪功之後，時任中共教育部部長的陳至立步步緊跟，成為在教育系統實施江氏滅絕法輪功政策的積極推行者和具體實施者，迫害面覆蓋之廣（研究生院、大、中、小學包括幼兒園），受害者人數之巨，程度之深，手段之惡劣，中外教育史罕見。

迫害事實簡述

陳至立任教育部長期間，中國各地教育系統內的許多學生、教師由於信仰法輪功被「揭批」，或在教育系統內遭到各種歧視、同時被要求停止修煉法輪功，否則他們將被舉報給安全部門。被舉報給610辦公室或其它安全部門的人士則遭酷刑折磨、非法關押、性侵犯。

據追查國際報告，陳至立利用與江澤民的特殊關係和獲得的特權，強行在中國教育系統推行江氏的迫害政策。陳至立多次召開各種會議親自部署對法輪功的迫害，以教育部名義發文，在全國所有大、中、小學的教師和學生中，大搞「文革」式的人人表態過關；強迫教師學生觀看誹謗、攻擊法輪功的電影；在大、中、小學強制推行反法輪功的「百萬簽名」運動，脅迫學生簽參與這場由少數人發動的迫害；通過教育系統將攻擊和誣蔑法輪功的內容編進中小學教材及各級考題，甚至高考和研究生的試題中；將中央電視台等媒體陷害法輪功的節目作為師範院校學習內容，在未來的教師隊伍中進行煽動仇恨的灌輸，以達到長期精神控制的目的。

1、對修煉法輪功的廣大師生實行身心迫害

那些拒絕參與攻擊法輪功和不放棄法輪功修煉的教師被開除，非法監禁；學生被學校除名、不能升學、畢業，被強迫送各類「轉化班」（江氏集團鎮壓法輪功運動中設立的「準集中營」，不經任何法律程序由非執法機構執行，對法輪功學員在剝奪人身自由的情況下進行暴力「洗腦」）、送入勞教所和精神病院，甚至被迫害致死。

據不完全統計，僅2003年一年至少有210所中國大專院校的435名法輪功學員被強迫送各類「轉化班」、勞教所和精神病院。教育系統官員以剝奪教師工作權利，剝奪學生升學權利為要挾，實施系統的迫害。自1999年，僅清華大學就有300多名教授、教師、博士、碩士、大學生被非法關押，開除工職，學業，或直接送入勞教所。

許多堅持信仰的學生被拒之校門之外，許多受過高等教育的博士、碩士或對國家有貢獻的專家、學者被非法關押在勞教所經受酷刑折磨、甚至被虐殺。陳至立對法輪功修煉團體的迫害違反了中華人民共和國教育法中「公民不分民族、種族、性別、職業、財產狀況、宗教信仰等，依法享有平等的受教育機會」條款。

2、煽動仇恨，利用青少年搞群眾運動

陳至立利用國家教育資源對幾億青少年灌輸謊言和仇恨宣傳，通過煽動不明真相的青年學生參與反法輪功的群眾運動，達到其消除法輪功信仰的目的。例如，「天安門自焚」騙局後，2001年2月1日，由陳至立為首的國家教育部黨組、共青團中央聯合下發的通知（教黨[2001]1號），要求各省、自治區、直轄市黨委教育工作部門、教育廳（教委）、共青團委員會，教育部直屬高校廣泛開展反對法輪功的活動。接著，全國大規模學生群眾運動開始了。

據中國的官方報導，2001年2月6日一天的時間裏，在中央「610辦公室」主任王茂林、團中央書記處第一書記周強、團中央書記處書記趙勇等直接指揮下，全國100個大中城市的近千個社區的800萬青少年，直接被利用參與反對法輪功的宣傳活動，當天共張貼宣傳畫50多萬幅，發放宣傳資料1000多萬份，舉行集會200多場。2001年2月，全國100個大中城市的1500多個青年社區，在不明真相且被脅迫利用的青少年學生的帶動下，發動了1200多萬社區居民簽名保證「不信、不傳、抵制」，通過利用青少年，將所謂反法輪功聲勢推向社會。

3、動用本該用於發展教育的國家資源打壓、詆毀法輪功

在大規模打壓法輪功的幾年中，陳至立動用大量國家資源，挪用於本該用於發展中國教育事業的資金，傳播謊言、攔截法輪功真實信息、並對法輪功學員實施迫害，例如陳要求高校加強對網絡封堵技術的研究開發工作，集中力量開發新的互聯封堵軟硬件技術，為網上封堵有關法輪功的任何資訊提供技術支持。在校園內外舉辦各類詆毀法輪功的「講座」、圖片展、文藝演出、社團活動，出版詆毀法輪功的刊物並向社會散發等。

不僅如此，陳至立將學術殿堂變成了迫害法輪功的場所，指示各級各類高校「充份發揮高校知識分子集中、學科門類齊全、理論與科研力量雄厚的優勢，在深入揭批法輪功、宣傳馬克思主義唯物論和無神論、普及科學文化知識等方面起到突出的作用。」脅迫高校中的知識分子拋卻學術道德，為政治需要，提供迫害公民信仰自由的理論和思想基礎。

4、將迫害延伸到國際社會

由於迫害本身的非法性以及國際社會的抵制，陳至立領導的教育系統對法輪功的迫害由公開漸漸轉入隱蔽。而且逐漸通過外交渠道，以文化、教育交流等名義將迫害推向海外。2002年7月3日至4日，陳至立出席教育部組織召開了全國教育外事工作會議並講話，講話中透露駐外使、領館教育處（組）在打壓法輪功方面做了大量的工作。在江澤民、陳至立的授意下，各國使領館在海外的華人社區中，大面積推廣迫害。

陳至立以出國「文化、教育交流、考察」名義，無償巨資資助其它國家，實施滲透，目的是把對法輪功的攻擊和迫害推向國際社會。在幾千萬中國兒童因貧困失學的前提下，陳卻利用手中的權力在國外大肆揮霍教育資金和國家的財力。
