華為去年專利申請冠絕全球。(互聯網)
中國電信設備製造商華為去年不斷申請專利，數量更達全球企業之冠，但從專利質素來看，華為仍落後美國業界。
《日本經濟新聞》報道，2018年華為申請5,405項國際專利，數量約是名列第2的日本三菱電機2倍，美國晶片製造商英特爾（intel）則名列第3。2005年，專利申請數量名列第1的企業是飛利浦（PHILIPS），第2和第3名分別是日本Panasonic及德國西門子（SIEMENS）。
日本Patent Result公司分析顯示，華為僅21%專利申請被視為「高品質」或真正的創新發明，比率遠低於英特爾的32%及美國行動晶片製造商高通（QUALCOMM）的44%。Patent Result根據1套標準評估華為和該公司主要競爭對手在美國申請的專利品質，標準包括原創性、實際技術應用和靈活度。
華為近幾年大舉收購專利，中國資訊科技（IT）企業來看，華為是最積極專利買家。根據統計，華為已向外國企業收購約500項專利，其中250項來自美國企業。
一間企業擁有越多專利，除了協助其公司產品發展，更可向其他公司收取可觀的專利費用。根據國家知識產權局最新公布的許可備案登記信息顯示，去年，華為向蘋果公司許可專利769件，蘋果公司向華為許可專利98件。雖然華為官方未有透露實際金額，但內地傳媒估計當中的專利或高達數億美元。
華為亦有向Verizon索取專利費，有指是關於中國與美國之間的地緣政治鬥爭，而不是真的對專利費有需求。
今年6月，美國參議員盧比奧（Marco Rubio）提出了一項法案，意在防止華為在美國尋求專利賠償，或將涉及至少3,195項專利。雖然，盧比奧已將提案包含在年度國防授權法案（NDAA）的修正案中提交，由於尚未通過成為法律，離正式完成還需多個步驟，不過若法案正式成為法律，美國或不再承認華為在美國的專利權。
