《寒冬》雜誌（Bitter Winter）長期關注中國人權，報導中提到，為了加強對居民的控制，大陸當局採用「天網」、「雪亮」等高科技監控系統，如今又有新政策，警方告知屋主若要出租房間，必須在室內安裝監視器。

大陸民眾從去年11月多反映，有房東陸續收到通知，出租房舍要在室內安裝監視器，警方稱一切全為了防盜，若發現室內未安裝監視器，或者監視器無法正常運作，房東遭罰500元人民幣罰金（約2300元新台幣）。

一名杭州居民叫苦連天，表示：「在家也得穿的整整齊齊，夫妻說悄悄話也怪怪的」，回到家隨時被監控，隱私權嚴重被侵犯。另外也有一名女子氣憤表示，被警方要求在房內安裝監視器後，壓力很大，就連社區監控設備也全面升級，住戶出入時，必須要摘掉帽子、口罩，辨識人臉後才能進入，氣憤直呼：「無法忍受生活被監控」。

當地官方稱，出租房必須要有一鍵報警器、水箱以及監控器，且監控內容要保留90天以上。當地安保人員表示，目前正在推行「建設智能化小區」項目，其中一部分與所有類似監控措施相同，當局也以「維護社會安全」落實此項目。
