中國富豪「大逃亡」逾億萬富翁移民人数暴增50%！

（新增內容）中共上月底在北京舉行四中全會，市場突然傳出SOHO中國（0410）擬以80億美元（約626億港元）急售核心資產，全面撤出中國，轉戰海外市場的消息，惹SOHO中國創辦人潘石屹夫婦變相撤資「走佬」的疑雲。《蘋果》根據2019《福布斯》中國富豪榜，發現許多超級富豪已悄然入籍美國、新加坡、澳洲，甚至與台灣建交的加勒比海小國聖克里斯多福及尼維斯（Saint Kitts and Nevis）。去年移民海外的中國富豪人數再破紀錄，達1.5萬人，較去年同期增50%，位居全球第一。自習近平2012年上台、力推「國進民退」等政策下，中國近年正上演富豪加劇「走佬」自保的一幕。

「別讓潘石屹跑了！」「（潘石屹妻張欣）每年都從中國撈金16億人民幣（下同，約17.9億港元），但轉身卻給美國捐款了6個億（約6.7億港元），如今還加入了美國國籍！」類似的口號或評論，近期充斥內地社交媒體。時事評論員劉銳紹認為，這種情緒一方面源於民間妒忌，另一方面源於仇富之心：「一方面佢哋好想走但走唔到，另一方面佢哋以往受到權貴富豪的巧取豪奪，相信為數不少嘅人不滿富豪拍拍屁股走人。」近年不斷變賣資產的SOHO中國，近期市場盛傳它擬以80億美元出售北京、上海8個商業大樓項目，幾乎清空集團所有國內資產，公司其後發出的通告則不置可否。

靠火鍋發達、有中國火鍋富豪之稱的海底撈（6862）董事長張勇，被揭去年靜悄悄「過底」入籍新加坡後，今年終榮登新加坡首富寶座。《福布斯》早前公佈2019年新加坡富豪50強排行榜顯示，張勇取代連續十年佔據榜首的新加坡地產商Robert and Philip Ng兄弟，以138億美元（約1,082.8億港元）資產奪冠。

《蘋果》翻查上市公司年報，發現不少中國企業創辦人近幾年都擁外國籍，最少十多名更是2019年中國福布斯榜的超級富豪（見附表）。融創中國（1918）董事長孫宏斌正是佼佼者，孫在今年中國福布斯排20，身家高達792億港元，作為來自山西的晉商，早在2017年樂視臨時股東大會文件顯示，他已入籍美國。

早前由亞非銀行（AfrAsia Bank）和New World Wealth共同發佈的《2019年全球財富遷移報告》，其中最吸引眼球的當屬2018年中國移民海外富豪人數再破紀錄，達到1.5萬人，比排第二位的俄羅斯高出一倍。報告指出，去年全球富豪擁有的總資產達到204萬億美元（約1,597萬億港元），其中有10.8萬富豪選擇移民其他國家，其中的13.9%來自中國。報告說，中國富豪對移民外國的價值判斷非常統一，那就是良好生存環境、健全法律體系和安全資產管理。

「中國政府用很多方法威逼利誘富豪套錢出嚟，如果唔順從，佢哋可以喺政治上面整你，如第一批嘅十大富豪入面最少5個都屬呢類，好似（前南德集團總裁）牟其中、（維吾爾族女商人）熱比婭、今日嘅（阿里巴巴創辦人）馬雲⋯⋯所以大富豪一定會想辦法走（佬）。」劉銳紹稱，移民外國是中國富豪的基本保命之法，「如果自己唔走，下一代更難走，所以不少富二代早擁有外國國籍」。今年中國福布斯排名19的四川新希望集團創辦人劉永好家族正是如此，劉永好是全國政協委員，相信仍是中國籍，但其女兒兼接班人劉暢，最早在2017年被發現已入籍新加坡。

富豪們擁有外國籍除了能保命，亦有助避稅走資。全國政協前委員、曾任職東方明珠石油（0632）副主席的劉夢熊指，民企集資方式有二，其一是銀行借貸，但央行往往只偏私國企；第二就是上市集資，但內地股市「衰過賭場，完全無規無矩」，如果以「中國」身份到外國上市，一定要經中證監一關，但中證監「由門口傳達室貪到上最高層」，手續冗長。反觀用外國國籍，以外資身份上市就可以避免中證監苛索，亦可以將錢搬到海外。總部設在美國華盛頓的國際金融協會（IIF）統計，今年上半年中國未列入官方紀錄的「隱形資金」外流，總額高達1,312億美元（約1.02萬億港元），創同時期歷史新高。

《2019年全球財富遷移報告》 顯示，最受中國富豪歡迎的移民國家前十名，依次是澳洲、美國、加拿大、瑞士、阿聯酋、加勒比海地區、新西蘭、新加坡和以色列。《蘋果》根據富豪榜分析眾多中國富豪的國籍，以美國及新加坡居多，但也有不少富豪及富二代選擇加入聖克里斯多福及尼維斯，如創辦龍湖地產（0960）、身家585億港元的紀海鵬家族，紀的女兒兼接班人紀凱婷亦在2014年轉為入籍聖克里斯多福及尼維斯。該國只是加勒比海兩個小島合併而成的國家，地方細，經濟實力亦遠比不上歐洲二線國家，特別之處是該國是台灣的邦交國。

劉夢熊認為，台灣邦交國對中國富豪來說具吸引力：「好多歐洲大國與中國有罪犯引渡協議，政府當砌你生豬肉嘅時候，就可以將你嘅證據扔去歐州，叫歐洲送個富豪返嚟受審。所以好多富豪可能都覺得未夠安全，反過來加勒比海小國同台灣有建交，即係同中國無建交，之間無引渡協議，所以比較安全。」《蘋果》翻查該國的入籍方式，最低門檻25萬美元（約195萬港元），毋須在當地生活，毋須在當地辦理，護照直送中國，非常方便。

除棄中國籍移民外國外，不少富豪亦「靜雞雞」擁有雙重國籍，公然違反內地的法律。今年8月，官方公佈一宗涉及富豪雙重國籍的案件，涉事的是河北省人大代表、河北縱橫集團豐南鋼鐵董事長孫翔，有女網民舉報他擁有聖克里斯多福及尼維斯國籍，河南當局已罷免孫的人大身份。孫曾列在全球福布斯35歲以下富豪第12位，他與父親孫紀木亦晉身去年胡潤百富榜，身家高達130億人民幣（約145億港元）。劉銳紹慨嘆：「中國唔承認雙重國籍，中國籍好難搣甩，當你出事嘅時候，佢就可以話你係中國公民身份嚟整你，所以外國國籍都係保唔到，只係頂住先咁解。」
