美國參議院週一(16日)通過7380億美元的「國防授權法案」(NDAA)，法案中推動深化美台關係，包括，要求美國國家情報總監，必須在台灣總統大選後45天內提出報告，說明中共干預台灣選舉的行動，和美國阻止這些行動的努力。

另外，美國軍艦應常態性穿越台灣海峽，並鼓勵盟友及夥伴跟進，以及，研議美台網路安全小組。法案也禁止將華為移出黑名單，以及禁止以政府資金購買中國製造的無人機、巴士和列車等。

「國防授權法案」週二(17日)最後表決後，將送往白宮，由川普總統簽字生效。川普上週在推特上表示，「國防授權法案」包含了所有優先任務，他將立即簽署法案。

新通過的「國防授權法案」主要內容有：2020財年國防支出7380億美元，比2019年增長2.8%；其中6584億美元用於國防基本支出，715億美元用於海外軍事活動。

軍人加薪3.1%，並享有12周的帶薪假期；將籌建第6軍種太空部隊，應對中共和俄羅斯威脅；將資助軍用稀土的加工和生產，和中國對稀土的壟斷展開競爭。

另外，「國防授權法案」還提到，國會將「堅定不移地支持」，香港人捍衛自身權利以及自治的權利。同時，美國將繼續加強和臺灣的國防安全合作，支持臺灣發展防衛能力。
