武汉肺炎“吹哨人”李文亮医师去世引发舆情风暴。图为2020年2月7日，湖北武汉市中心医院外，民众放置李文亮医师的遗照及鲜花表达哀悼。

武汉肺炎吹哨人李文亮医生的去世点燃了公众对于中共隐瞒疫情的空前愤怒，并向当局要“言论自由”，引发中共的恐慌，紧急控制舆论，封口，封号，删文，撤热搜。与此同时，为中共服务的一份大数据舆情分析报告在网络上曝光，引发愤怒。

曾率先发布武汉疫情信息而遭当局“训诫”的武汉医生李文亮，因感染新型冠状病毒肺炎去世。该消息迅速引爆微信微博圈，并冲上热搜榜首，全屏都是哀伤和愤怒。当局在一番“抢救表演”后不得不宣布李文亮去世。

据统计，截至6日晚间11时16分，有关“李文亮医生去世”在微博热搜榜获得超过两千万次搜索量、5.4亿点阅率以及73万的讨论，高居榜首，

网络上的反弹让中共始料未及，迅速进行管控。15分钟内，相关话题从热搜榜第一名，被降至第7。

7日，网上传出一份舆情分析报告，题为“重大网情专报”，文件显示来自为中共当局提供大数据网情分析的沃民高科沃德网情研究院（以下简称：沃民高科），抄送“中央有关部门”。

报告内容分析了李文亮成为网络热点的起步时间，以及李文亮去世后网络信息急剧升温的过程。报告称6日当晚23点时到达高峰，之后因为管控等因素而回落，但直到2月7日10时，网络的关注度仍高居不下，仅TOP50（排名前50）的微博账户覆盖的分析人次就超过10.050亿次，成为一个刷屏级事件。

报告还对网民的情绪进行了分析，指检测区间网民的情绪在当晚23点前以悲伤为主导，但之后愤怒的情绪逐渐增多。

报告分析网民的情绪称，网民借此表达对某些机制或政府官员的失职不满，对李文亮曾受到训诫一事十分愤怒。但又把网民的愤怒指向国内外对中共体制不满的人“借机炒作”。

报告最后给出了七条维稳“建议”，最主要的前三条分别是：1.肯定李文亮的贡献；2.追责，纪检部门以“恰当方式”做出追责的安排，并建议“先表态，更多问责是在疫情得到控制之后”；3.封堵言论。

外界吃惊地发现，这个报告的多条建议已经实现。针对第一条建议，武汉市委、国家卫健委、湖北卫健委、武汉卫健委、武汉市政府都表示“哀悼”，并肯定他在疫情发生后抗战在第一线表示敬意。但都对李文亮的“吹哨人”角色，以及因此被训诫的经历只字不提。

此外，中共当局还宣布，国家监察委员会将派调查组来武汉，就群众反映的涉及李文亮医生的有关问题做“全面调查”。这正是第二条建议的内容。第三条建议的封堵言论早已在实施。

七条建议的最后一条还称，网络发现情绪宣泄在“一定程度是正常反应”，出现上街游行的可能性很小，因此要保持适当的所谓“定力”。一方面很多人在疫情面前不敢出门，再就是“一旦有苗头，各地政府也有正当理由处理任何聚众的问题。”

这一报告被泄漏在网络上，连同发布报告的沃民高科引发网民的臭骂：“这个沃民高科是什么反人类。”“本该用来科研进步的银子都花在这些鬼地方了！”“把百姓当动物管理，垃圾垃圾垃圾！”“原来我们就是这么被分析的。”“难道不反思下民众的愤怒来自他们自己本身？”

大陆媒体的报导显示，沃民高科创始人、董事长齐中祥同时是工信部情报所舆情中心首席研究员、《舆情学》主编。公司第二大股东许可现为国家某重点实验室博导，兼任《中国科学：信息科学》编委。

据媒体报导，就在上个月13日，中共全国政协常委毕京京，中国警察法学研究会会长、原公安大学党委书记、校长程琳，国防大学博士生导师刘晋豫，中国网络空间战略研究所所长秦安四人到访“人心识别独角兽企业”沃民高科，同公司董事长齐中祥、首席运营官谢子猛等人进行座谈。

2018年5月15日，沃民高新曾在北京举办互联网信息监测与智能分析技术成果发布会，齐中祥提出了舆情工作将面临“从舆情角度转向情报角度，从实时监测转向动态预测，从关注信息转向关注人与信息的融合，从关注事实转向管控情绪，从关注中国转向监测全球”的五大趋势。

沃民高科据称独创了一套人心识别AI技术体系，通过计算亿万网民的真实情绪，从而达到洞察民心的目的。

近年来，大数据应用在中国大陆快速成长，从脸部识别，声音识别，再到以数据驱动的社会信用评级系统，中共对社会的监控已经是方方面面。

时事评论员唐靖远早前在接受大纪元记者采访时表示，中共当局可以根据大数据，建立起民众档案，一方面掌握民众的思想倾向、行动安排，提前将民众自发活动扼杀在萌芽状态；另一方面，通过网络封锁和控制，有针对性地引导舆论，对民众进行很精确的洗脑，达到对社会每个成员进行全方位统治的目的。
