“国际调查记者同盟”(ICIJ)公布的“境外离岸解密”系列调查报导是如何开始调查的?ICIJ指出，它们的调查始于2012年11月接获一个秘密硬盘。时值中共十八大斗的你死我活直接。这之前纽约时报刚刚报温家宝家人有巨额财富。此硬盘资料规模是2010年“维基揭密”披露美国国务院机密电文的160倍。

ICIJ称，在这250万份离岸金融秘密文件中，大中华区所占比例最大，所以单独成立调查组，把重点发在中国大陆。

目前报出的名单中只有蔡衍明是台湾人。

《卫报》表示，有关离岸公司及其持有权是合法的，国际调查记者同盟获得的的密档和资料库文件并未显示多少这些离岸公司成立后的相关商业活动。
