元朗袭击案“官乡黑共”及青关会脉络曝光

7月21日元朗西铁站数百名白衣人持械“无差别”攻击市民的恐怖袭击事件震惊全城。另一边厢，中共外围组织在“反送中”事件中密密出动，其中有江湖背景的“香港青年关爱协会”（简称青关会）表现活跃，四出撑警和滋事，昨日（25日）又在北区区议会闹事，阻止民主派议员发表反送中“五大诉求”和反对元朗暴力的声明，会议被迫流会。

青关会于2012年6月成立，被指由中共政法委系统和前特首梁振英扶植，专职以暴力冲击手法打压法轮功，多名成员曾因袭击被判罪。本报翻查其组织架构，发现被视为元朗西铁“白衣人”恐袭事件关键人物的何君尧，在青关会担任荣誉会长和法律部职位。

据媒体报导及相关资料，青关会委员会成员包括担任荣誉职位的前保安局局长、廉政公署（ICAC）前高层、九龙新界几乎全部区议会主席、多个乡事委员会主席、港区人大政协委员甚至黑帮猛人；就职礼更由中联办副主任何靖、民政事务局局长刘江华、行政会议成员叶刘淑仪等人主礼。曾任保安局局长的黎栋国及叶刘淑仪是该会现任及前任荣誉会长。

从“白衣人”到“青关会”，中联办如何动员政府部门、亲共政党及地区力量、新界乡黑势力，“挑动群众斗群众”和制造黑帮暴力事件的脉络，正不断浮上水面，成为追查元朗恐袭真相的重要方向。

青关会扮市民捣乱 阻北区区会反送中动议

元朗西铁站造成最少45人受伤的恐怖袭击后，民主派昨日（7月25日）趁北区区议会开会，欲提出临时动议，要求政府回应包括撤回《逃犯条例》修订等五大诉求，以及讨论7‧21元朗事件。

不过，数十名手持“反暴力”、“支持警方严正执法”等纸牌标语的“市民”，在旁听席不断大声叫嚣和人身攻击、辱骂议员，也有人带头高叫口号，多次阻止林卓廷、陈惠达、刘其烽及陈旭明等议员朗读声明和提出临时动议，会议一度受阻15分钟。

在会议进入表决程序时，北区区议会主席苏西智称会议无法继续而宣布休会，未能就反送中议案作表决。会后，该批人士又指骂会议室内的记者。

民主党议员林卓廷及陈旭明会后批评北区区议会主席、民建联的苏西智容许在场人士叫嚣，又不赶他们离场，是纵容包庇。

林卓廷斥苏在临表决时突然改变标准，竟容许市民叫嚣，致使未能进入表决程序，质疑他滥用主席权力，令区议会不会留下“反送中”重大议程的议员表态记录。

另外，沙田区议会昨日（7月25日）也因建制派议员集体离席，人数不足流会。

本报发现，这次滋扰北区区议会的人士，与7月19日破坏深水埗区议会讨论“反送中”议案的是同一批人，身份正是中共外围组织“香港青年关爱协会”（青关会）成员。其中副会长陈进宝、肖小蓉、副总干事吴创铮、宣传部主任张柳清、副主任孔志明、沈玲等头目通通现身带头闹事。

虽然青关会举牌“反暴力”，但当中多人都涉及暴力案件，有人更曾袭击法轮功学员被判刑。

7月19日，深水埗区议会会议遭数十人滋扰而流会，当日滋事者（上排）被发现包括多名青关会骨干及成员，左起为陈进宝、张柳清、肖小蓉、关东焕、沈玲。他们过去都涉及滋扰法轮功学员的暴力事件。（大纪元制图）

青关会“挑动群众斗群众”何君尧任荣誉会长

成立于2012年的青关会是中共外围组织，因暴力围攻法轮功学员真相点、又在全港各区挂污蔑横幅而广为人识，在今次“反送中”运动中表现积极。除了多次狙击区议会“反送中”议案，又出现在7月20日的撑警集会，在场派发污蔑法轮功的传单和扇子。7月初民间举行光复屯门公园行动期间，亦发生过有人用青关会扇子伤人的案件。

青关会等“挑动群众斗群众”的爱字头组织，今次积极冲击“反送中”运动，背后无疑是中联办“吹鸡”（意指招集帮手）动员。而翻查青关会的组织结构，发现近日备受批评的立法会议员何君尧，也是青关会荣誉会长之一，同时身兼法律部成员。

今次元朗恐怖袭击事件，何君尧被拍到在元朗与涉嫌持械袭击市民的大批“白衣人”握手言欢，又称对方是“英雄”，外界普遍质疑他与袭击者有关。此前，青关会会长杨江曾为何君尧助选。

乡黑“高佬和”“田鸡东” 多人任青关会荣誉职位

青关会荣誉会长和顾问名单中，还包括多个知名乡黑人物，包括上水区乡事委员会主席侯志强、前元朗屏山乡乡事委员会主席曾树和，还有元朗厦村乡乡事委员会邓励东等人。

曾树和绰号“高佬和”，被指是江湖人物兼“梁粉”，有份出席2012年的小桃园饭局，2013年曾号召人马到天水围支持梁振英落区，2017年曾在集会发表港独人士要“杀”言论。

同为青关会荣誉顾问的邓励东，绰号“田鸡东”，曾任特首选委，今年曾因自称三合会（香港黑社会）成员提堂，控罪指他2016至2017年间自称属“14K”。

今次元朗袭击事件后，警方至今拘捕11人，当中多数有黑社会背景，据报包括和胜和、14K成员，当中不少属力挺前特首梁振英的乡黑势力，包括欲潜逃泰国在机场被捕的元朗屏山坑尾村村代表邓志学（“斗鸡学”）等。

元朗民主党区议员则对传媒透露，元朗恐袭涉及元朗六乡，包括屏山、十八乡、八乡、厦村、新田、锦田，加上屯门乡共7条乡，参与行动的白衣人大都有黑帮背景。

具政法委背景梁振英扶植  青关会联袂两前保安局长

青关会过去几年专门在街头滋扰袭击法轮功，成员多为具大陆口音“大妈”、形象粗鄙，不过却有着中共高层背景。青关会幕后指挥者据信是当时在位的周永康为首的中共政法委，听命于江派香港大总管曾庆红，并得到梁振英的暗中扶植。

曾庆红长期掌控中共国安系统及特务势力，被指操控香港黑白两道。青关会也被揭幕后操纵者是中共“610办公室”及其领导下的所谓的“反X教协会”。

实际上，青关会的委员会成员身份层级甚高，现届荣誉会长名单中赫然有前保安局局长、港区政协委员黎栋国；行政会议成员、曾力推23条恶法的前保安局长叶刘淑仪都曾是荣誉会长。廉政公署（ICAC）执行署前首席调查主任黎嘉恩，则是荣誉顾问。

另外，全港十八区区议会主席中，有11名区议会主席、1名副主席都是青关会荣誉会长，全部集中在九龙及新界（见名单）。昨日被指纵容青关会成员捣乱议会、乘势宣布流会的北区区议会主席苏西智，原来也是青关会的荣誉会长。

据中共喉舌《大公报》今年1月8日刊出的青关会第三届会员就职典礼信息，主礼嘉宾是民政事务局长刘江华、中联办副主任何靖、港区全国人大常委谭耀宗、行政会议成员叶刘淑仪等。

青关会一向被指与中联办关系密切。青关会主席洪伟成是中资机构燕京啤酒公司总经理，媒体报导曾任前中联办官员，负责培养中共地下党员。路透社指洪据信是中共统战部在香港的活动核心成员。

有分析认为，中共和港府在今次“反送中”运动中，将其黑帮特务势力总动员打压反送中民众。从“白衣人”到“青关会”，中联办如何动员亲共政党及地区力量、新界乡黑势力，“挑动群众斗群众”和制造黑帮暴力事件的脉络，也在这场运动中不断曝光。中共制造的恐怖事件没有吓倒港人，反而掀起一场前所未有的全民抗共浪潮。

程翔：何君尧集乡、黑、共于一身

7‧21元朗西铁站袭击事件，熟悉中国事务的资深传媒人程翔直言是典型的“乡、黑、共”三种势力在管治香港。而当中建制派的何君尧是集三股势力于一身的人。

程翔说：“他本身是屯门良田村的望族，有乡的势力，而当地生活的黑社会也都会听他话。”至于如何证明何是共产党“马仔”？“在上次何君尧代表新界西出选立法会议员的时候，当时该区的强劲对手是自由党的周永勤，他一退选，何君尧就很顺利当选。从这一点就可以看出何君尧百分百有共产党背景，或者何君尧是共产党在该地区培植出来的帮共产党做事的人。否则不会有如此大的威吓，令其对手知难而退。”

他又说，今次元朗事件的主谋，也是集三股势力的人，“所以才有恃无恐，光天化日之下动用几百人，毫无拘谨地棒打示威人，无差别打人。”也只有这样的势力的人，警察都要避其三分。

程翔表示，香港农村常听到“坨地”二字，就是黑社会借助乡事的力量。在共产党未夺权前，就有所谓的地下党，也叫“隐蔽战线”，往往就是笼络地方的黑社会。中共执政以后仍与黑社会保持密切的关系，前中共前公安部长陶驷驹就说过“黑社会都有爱国”，意思就是黑社会也都是被共产党所利用的。

他指，香港主权移交前，中联办前身新华社，地下党就是香港工委，香港工委内部有专门人负责联系黑社会，他的名字叫黄文放，此人已经过身。他在世时日常负责统战对象之一就是黑社会人物：“所以说共产党是随时可以动用黑社会力量为其做事的，这些都是由来已久的了。共产党由搞革命开始到现在都如此，因为隐蔽工作就是其主要的工作之一。”

对于元朗事件警方被指不作为，程翔表示，自己早在21日前就收到相关信息，当日将有事情发生，因此不可能警方不知道。“此次事件可以看出，动员群众斗群众，而警察缩手，充耳不闻，这个事情对香港警队是一个很严重的玷污。网上都传出消息，一些现象，警队放下手脚给一段时间，让何君尧可以动用三股力量打示威人士。”程翔说。

今次元朗恐袭事件中，和白衣人“握手点赞”的亲共立法会议员何君尧成众矢之的。中国问题专家、资深传媒人方德豪称，何君尧是靠中联办的支持才进入香港政治版图的，其红色背景毋庸置疑。值得留意的是，何君尧还是爱字头组织、香港青年关爱协会的荣誉会长和法律部顾问，“青关会活动的主礼嘉宾，也有中联办的高层在，也令人感觉到何君尧和中联办的关系真的密不可分。”

方德豪称，青关会的壮大背后，都是中共势力在背后支持。“可能中联办觉得它解决不到的问题，它是否会利用一些其它的力量，甚至是令人感觉到涉黑的力量去处理呢？青关会就是其中一个例子。之前亦有不同的揣测，觉得这个青关会的背景来历不明，也有资金来源是疑似涉及黑社会背景的人士。我想青关会它继续存在主要就是，很简单，因为法轮功继续在香港可以合法地活动。”

但他认为，元朗恐袭事件后，港人全面觉醒，甚至出现纪律部队，出现政府部门的骨干，都出来表示不满。这说明中共动用黑社会去打压民众，只会适得其反，引致的反弹会更大，也令香港陷入更大的管治危机。

青关会连续滋扰区议会 多人涉暴力事件

连日滋扰区议会会议导致流会的人，以青关会成员为主，该会宣传部主任张柳青、副会长肖小蓉和头目陈进宝，带头叫嚣和辱骂议员，又用手机拍摄现场情况。多名日常在全港多区出没、滋扰法轮功学员的青关会成员都有在场闹事，不少都涉及暴力事件。

肖小蓉常以言语挑衅并诬告法轮功学员。2012年有青关会成员在落马洲亮刀威胁法轮功学员时，肖曾扬言“我真的找刀㓥了你”。另一人被认出是青关会成员“沈玲”。沈玲2013年曾在落马洲殴打一位60多岁法轮功学员，被粉岭裁判法院判守行为18个月。至于用咪（注：广东话称麦克风为“咪高峰”）辱骂立法会议员的花衫青关会成员，则曾出现在尖沙咀龙堡酒店假“炸弹”滋扰法轮功法会事件当天场外。

张柳清则曾多次将法轮功学员诬告上法庭，法官在判词中指张在34个月内牵涉92宗报案记录，又引述另一案件裁判官批评张对法轮功“不怀好意”，不是诚实可靠证人。另一青关会骨干“孔志明”（人称光头明），曾多次于红磡家维邨附近真相点踢打法轮功学员，又宣称自己曾经“当差”，知道该怎么做不会被控告。

另外，常在落马洲滋扰法轮功学员的青关会女成员“关东焕”，以及外号叫“老表”、据称是青关会主席洪伟成司机的男子等人，都参与了滋扰深水埗区议会会议。

“青关会”是中共外围组织。该协会成立于2012年6月，以文革式围攻、谩骂等手法，骚扰法轮功学员真相点及大型游行活动，多年来策动多宗暴力事件，包括亮刀威胁事件、干扰舞蹈大赛事件、假冒法轮功学员等。

2013年6月初，香港市民在旺角悼念六四民运人士李旺阳。一名参与的53岁陈姓市民，突遭四名大汉围殴伤人，头破血流倒地。其中一名被告关子昂事后被捕，被发现是青关会主席、燕京啤酒总经理洪伟成的雇员。

2016年1月17日，法轮功学员在尖沙咀龙堡国际宾馆举行心得交流会，突然有人谎报场内有爆炸品，及后警方疏散千余名住客与会场内人士。事发当时，大批青关会头目和成员在场外滋扰。一名报称运输工人的男子其后被控炸弹吓诈行为罪，被判囚2年。
