披露政府背后的阴谋

(博讯北京时间2014年3月25日 来稿) 我是一位在公安机关工作二十多年的警察，亲眼目睹了一个美丽善良的女人惨遭政府和警察报复陷害的全过程，良心不允许我在继续沉默下去，我要向全世界公开揭露一个杀人不眨眼的政府是怎么设圈套残害那个女人的。

    2010年4月中旬，那个女人活着出狱了。为什么这么说呢？是因为任何人都无法承受那些惨无人道的刑罚，而那个女人居然硬挺过来了，那个柔弱的女人的意志如此的坚强，不能不让人佩服，令人敬仰，虽然已被关了两次监狱但仍然不肯低头的女人就是——倪玉兰。

倪玉兰出狱后最需要的是要租房住，按照上级的指示，绝不能让倪玉兰在西城租房住，作为警察我们只能服从命令。这就是倪玉兰的家人租不到房子的原因，可是倪玉兰还是通过他人在宾馆租了房间，这是我们没想到的，请示领导后，我们奉旨去那家宾馆进行检查，告诉老板不许收留上访的，两天下来，宾馆老板就受不了了，答应把倪玉兰轰走。

倪玉兰终于离开了西城，搬到东城区皇城根遗址公园的地下通道居住，但人家东城警方不干，多次让我们把倪玉兰接回西城，我们也迫于无奈，只得把倪玉兰接回安排在宾馆里看着，等天降暴雨时，再把倪玉兰送回东城区的地下通道，众所周知，暴雨随时都有可能淹没地下通道，政府不关心倪玉兰的生死，只关心她家的财产。不久，住在地下通道的倪玉兰受到很多人的关注，这让领导们的颜面难堪，命令我们把倪玉兰弄到宾馆看着，不许外人接触倪玉兰，但是宾馆要营业，我们无权要求客人进出登记，就让宾馆服务员登记，我们付他们加班费，可是这笔费用从哪来呢？领导开会研究结果是由倪玉兰出，给倪玉兰捐款的人不少，每人捐500元，按照10万人计算，总捐款额就是5000万人民币，让她出10万块钱是不成问题的，况且咱们每天这么多警察保安保护她，她也应该出点血，10万块钱不过是她捐款里的九牛一毛。我们几个警区的警察都去找倪玉兰要过钱，但是都受到董继勤的阻拦，因此，领导决定让宾馆工作人员给倪玉兰断水断电，强迫倪玉兰答应警方的条件。谁知，这件事却遭到各国外交官和国内外的记者及网民们的关注，影响太大，上方领导派工作组来调查此事，要求地方政府正确处理好这件事，并将结果上报。

    倪玉兰事件已经影响了局领导们的政绩，局领导们串通网名吴法天、染香等人重点围攻倪玉兰，所有的材料都是领导们共同编造的，围攻倪玉兰的方案是局领导与吴法天、染香等人共同研究设定的，吴法天2010年10月进入北京正义律师事务所做兼职律师，当然这也是领导的安排，要想把倪玉兰搞得身败名裂，需要大量的人力物力，其中还有一些专职律师和法学者都是重量级人物，这些人在倪玉兰被拘留前后都有所表现，不用我说出他们的名字大家也都明了，他们都有一个别人不知道的特殊身份，吴法天等人以网民的身份骗取倪玉兰对他们的信任，他在倪玉兰的房间里长时间的翻看倪玉兰的案卷材料并做了记录，临走时，拿走了倪玉兰的部分材料，这些情况是吴法天汇报时说的。几天后，吴法天撰写倪玉兰考证发表在牛博网上，材料是由西城公安分局提供的。

    监视倪玉兰的警察每天都写工作说明，保安和宾馆工作人员也要在工作记录本上记录倪玉兰一天的情况。

我们通过电话监听，知道倪玉兰的电脑出现问题，就冒充技术人员趁着其他人不在房间进屋给倪玉兰修电脑，借此机会接触倪玉兰的电脑，按照计划植入病毒。这么做的目的是要堵倪玉兰的嘴，断绝她与外界的联系。但这并不能让局领导放心，领导们的意图是怎样才能让倪玉兰达到坐牢的条件，最后领导们开会研究出一个钓鱼的方法。

两天后，一个访民不断给倪玉兰打电话谈茉莉花革命的事，只要倪玉兰与访民对谈茉莉花革命，警方一旦掌握倪玉兰参与茉莉花行动的直接证据，就以颠覆国家政权罪对其实施抓捕。

可惜这个计划未成功，因为被钓的鱼不上钩。

    有些记者和网民不断的给领导打电话询问为什么让倪玉兰付你们那么多的加班费，几位领导回答说：不是我们警方跟倪玉兰要钱，那是宾馆的人跟她要钱。领导们为这件事召开紧急会议，让宾馆工作人员往倪玉兰住的房间粘贴房费条，以倪玉兰不付房费为由扩大影响转移视线，有很多警察也参加了网上围攻倪玉兰的行列，那阵势足以将倪玉兰置于死地。

    这么严重的势态，倪玉兰还是不肯破财免灾，领导们在党委会上认为她不识时务，决定要对倪玉兰采取严惩措施，扣押倪玉兰的全部财产，查封了倪玉兰全家的银行帐户。

    在一个夜晚，我们动用了60多位警察和三辆警车把倪玉兰抬进了看守所，领导们也如愿以偿地拿到了钱。

    惩办倪玉兰需要证据，我们按照领导们的意图编造了证据，证人都是虚拟的，事实是虚构的，在中国你不用担心证人的真假，法院开庭证人是不用出庭作证的，法官审案分辨不清是非曲直，案件怎么判，要服从领导的决定。

    西城区政法委也因此多次召开三长会议研究从重处理倪玉兰的方案，办案部门表示服从领导们的决定，坚决执行打击与政府为敌的倪玉兰，把倪玉兰搞垮搞臭，让她永世不得翻身。他们连一个生活不能自理的残疾妇女都不放过，可见他们已经丧失了人性。

    作为一个良心警察，我有责任向社会披露政府背后的阴谋，让那些蒙在鼓里的人们觉醒，不要在给贪官污吏当奴隶了。
